Sign of Distress

From the vantage point of my office window, I can see the Departments of Agriculture and Energy, and the Washington Monument peeking out from behind them. At DOE, there is an American flag and underneath that a DOE flag flying. I can't be entirely clear from where I sit, but it looks like the American flag is upside-down. In the rain. Apparently this administration is causing DOE to be in distress.
